Foster youth services have been integrated into the system to provide holistic child- and family-centered services. This system has been acknowledged by both California state and federal agencies as a model of integration and collaboration. Unfortunately, responses to their educational needs are inadequate and often inappropriate, due to an almost universal misunderstanding of foster children among teachers and educators (Altshuler, 2003).
